As Chief Operating Officer of the Vermont Slauson Economic Development Corporation, he increased financial development revenue by 950%, established a $6 million revolving loan fund, and obtained Community Development Financial Institution (CDFI) status from the U.S. Treasury. During his tenure with the City of Los Angeles Economic and Workforce Development Department, he led the redesign of the workforce development system, expanding enrollment from 6,000 to 30,000 annually and securing $80 million in grant funding. As president of Burks Consulting Group, he continues to design and implement innovative workforce strategies, securing multi-million dollar contracts and expanding opportunities for youth and community-based organizations.
